iPhone 6 w/ iOS 12.4.8 still blocking third party cookies

Trying to troubleshoot login issues to a web site that uses third party cookies to hand off SSO to a secondary site. I have an iPhone 6 running iOS 12.4.8. I have under the Safari settings the Prevent Cross-Site Tracking turned off and I have the Block All Cookies turned off and I am still getting "denied".

No browser works on the iPhone 6. I've tried Safari, Chrome and Firefox, all with the same result.

Same site works fine on my iPhone 11 Pro Max running iOS 13.6.1 with Safari settings as above. Also works fine with Chrome and Firefox.

Seems to me there is some master setting in the lesser iOS version that is blocking but I cannot find anything.

Any help would be much appreciated.
