The general instructions don’t work, screen time password doesn’t change after successful entering my Apple ID. I am just taken back again on the same stage of “entering your old screen password/forgot password?”

If you follow—>If you forgot your Screen Time passcode - Apple Support very carefully, step by step, and it doesn’t work the only option is to restore the phone and set it up as a new phone, without restoring a backup.
