You are not able to update your iOS software because you are NOT connected to a WiFi Network. You are not able to update your iOS software because you ARE connected to VPN.
To update your iOS software ENSURE the following-
- Make sure that you ARE connected to a WiFi Network
- Make sure that you ARE NOT connected to a VPN Network
- Make sure that Low Power Mode is set to OFF
- Make sure that your iPhone is charged more than 50%
