You would need a new AppleID and then sign into iCloud with it on an Apple device to create a new iCloud account and new iCloud email address.
Or you could try making and using an alias to your current iCloud email.
How do I get a new apple.com address? The system wont let me create a new one but my banks are warning me that my email address is on the dark web.
