Export it all from one iCloud, and then import it all to the other.

Using Safari, and an External Hard Drive, you would:

1. Open: Safari
2. Go To: iCloud.com
3. Log in: to your account
4. Drag-and-Drop: it from Safari to an external hard drive
5. Then, Import: it all from the external hard drive to the other iCloud.

What exactly do you wish to transfer? What data?

In general, there is no direct way to transfer data between iCloud accounts. But, you can change your Apple ID that is associated with iCloud. Will that help?
