Your iPad seems to be too old to support some applications; the developers have stopped updating older devices and you're iPad is no longer compatible to download them. The iPad 2 doesn't support any other iOS updates past iOS 9; so unfortunately you can't download iOS 13 on it.

So if there is a game that gives you an error “iOS version out of date” Apple ID login does not support iOS 13.0 or earlier, is that what the issue is?
Can you download iOS 13 to a iPad with iOS 9.3.5
