Can you transfer photos from your old iPad to the new one?

After you set up a new iPad, using the “new iPad setup” can you transfer photos from your old iPad to the new one? The new iPad would not read the old iPad and would not set up and transfer data from iCloud to the new iPad. It was very frustrating. The only thing I would hate to lose would be old photos.

One option would be to turn on iCloud Photos on the old iPad and the new iPad and the photos will sync to iCloud and to every other device with your Apple ID where iCloud Photos is turned on. See: Set up and use iCloud Photos - Apple Support
