Receive all text messages on both Android phone and iPad using one phone number?

Scenario — one has an iPad, an Android Phone, and one cell phone number.

They want to receive all text messages on both devices, like it works between iPad and iPhone. They don’t want some messages to go to one device and some messages to go to the other.

Is this possible?

Just to be clear, it’s because the iPad (WiFi only or WiFi+cellular) does not have cellular telephone voice connectivity. SMS and MMS texts require a cellular telephone voice connection (SMS and MMS technology pre-dates the internet). When paired with an iPhone an iPad can share that iPhone’s cellular telephone voice connection to share SMS and MMS texts.
