Photo emailing problem
When using Photo, Catalina, OS vers. 10.15.6, I can't email any photo with title attached.
This was easily possible when using iPhoto in macOS Mojave.
Does APPLE have a solution ?

Do you mean the stationary mail templates available in iPhoto? Phots does not have any stationary for letters with photos. But the titles you added to a photo will be embedded in the IPTC tags of the photo when you mail it.
When I want to send photos with titles and dates as captions, I select the photos in Photos, then enter ⌘P to open a print dialog and use the Contact Sheet layout. On a contact sheet I can show the metadata of a photo below the thumbnails and adjust the number of columns and the margins I print the contact sheet as a PDF file and attach it to the mail, as an index to the shared photosfor example:
