single user mode doesnt work

I can’t get my computer into single user mode to create an admin account. MacOS is set to default startup disk, there seems to be no password to get into single user mode. I’ve checked the disk for issues too. I hold down command s and I see the black screen with white letters but the then it continues and restarts the computer. Please help!

According to this Apple article Single User Mode is disabled in Mojave and later versions of macOS:

Apple's former article for Single User Mode showed booting into Recovery Mode and accessing the Terminal from the Utilities menu, but the article I just linked no longer even mentions using Recovery Mode for this purpose.
