Watch OS7 update not downloading to watch

Began to update my watch to OS7 last night. Watch was on the charger and was 100%. This morning the watch app on the iPhone says "Downloading to Watch...", but the progress bar at the top shows no progress even though the little gear wheel icon is turning. It obviously shouldn't take all night so something is wrong. Tried quitting the watch app and even rebooting the iPhone, but the same thing still shows. Any ideas of how to fix the problem?...
