iPhone photos to iCloud - "Not enough iPhone storage"

I have run out of storage space on my iphone and selected to have my photos optimised and uploaded to icloud. Half way through uploading the transfer paused itself with a "not enough iphone storage" error, the phone's storage has also increase since the transfer started. I definitely have the "optimise" option selected - any suggestions on the issue would be appreciated! Thanks
