Ipad mini 4 won't update from 13.7

all of my other apple devices automatically updated but my mini is still on 13.7. can it be updated any the way instead of the automatic setting?

Yes. In addition to updating your iPad from iPad settings, you can use a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of macOS).
