My dad wanna buy my old iPhone XR.
But I am just worried about all my pictures and stuff.
It's all in the iCloud when i'm logging in icloud.com
But when I am deleting all on the iPhone XR will all my pictures and so stay on icloud.com or will they also be deleted?

As long as he isn't sharing an Apple ID with you or vice versa, then your photos are safely stored in iCloud (not his). As for your last question, when deleting your photos from iCloud, they will be deleted everywhere - iCloud and your devices logged into.
