You need to speak with Apple Support for that.
The technician is in error. Proof of purchase only applies to the original owner. Without the cooperation of the original owner that watch is useless to you. The original owner did not properly prepare the watch for resale. They should have unpaired and erased the watch before selling it to you. If you know them ask for their help. If you cannot contact them you are out of luck.
