You Cannot:

As of this reply, merging Apple Accounts is not an option. It all has to do with licensing.

So, as for personal files (i.e. documents), export them from one Apple Account, then import them to the other.

You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.
