Verify your iCloud Storage is not full ... Manage your iCloud storage - Apple Support (See how much iCloud storage you're using)

Cross-check that iCloud Photos is ON ... Set up and use iCloud Photos - Apple Support (Turn on iCloud Photos)

Try another WiFi, if possible!
