Lost iCloud Photos

I recently had to replace my iPhone. I backed it up, got my new one and restored that back up. I have 40,000+ photos and now a few weeks later my photos wouldn't load on my new phone. I was changing some settings and just realized all 40,000 photos I had are gone. Other than restore my current phone to the week or so old backup is there a way to get my photos back and or how can I get them to load if I do restore that backup.
