I would like to know is there a big different in proformane between the 7th & 8th Gen iPad. Does it make sense to pay the higher price for the 8th Gen ?.

Your question is subjective - only you can decided if any cost differential is worthwhile to you.
The major benefit of the iPad8 over the iPad7 is primarily the CPU and addition of the integral Neural Engine - which introduces new capabilities for some Apps.
My choice and reasoning may be altogether different to your own - but if I were looking to purchase an entry-level iPad, I would choose the iPad8.
My question is does it worth the extra cost to buy a 8th over the 7th, if all I came the difference is just the chip is the only thing new.
