My location services are turned off and I can’t seem to get access to turn them back on

You probably have Screen Time Restrictions set to ON with Location Sharing set to OFF. Here is how to fix it:

Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ Location Sharing : Set this to Allow.
