Trying to download a few photos and videos sent via an iCloud link through text. They partially downloaded but won’t finish, only about 1/3 downloaded. After 24 hours it still just says downloading. How can I get these downloaded?

Try restarting the device and try again. Also, is the device plugged in to power and connected to WiFi?
I have restarted and yes to both
