How to change the highlight's sequence in Preview app?

My sequence is messy.

You don't. Apple broke that organizational feature in the Highlights and Notes view. Instead, use the Preview Inspector (⌘i) and click on its Annotation viewer, which lists the annotations in order:

Or you can open the PDF in the current Adobe Acrobat Reader DC, and the annotations will be in sorted page order.
