If your photos are in iCloud Photos, you can turn the option on in your iPad at Settings > [username] > iCloud > Photos > iCloud Photos and the photos should automatically sync to it. See information in Set up and use iCloud Photos - Apple Support

If you didn't have iCloud Photos turned on in another device but do have an iCloud backup, you can restore the entire phone (not just the photos) from iCloud but you cannot otherwise view the contents of the backup. Restore or set up your device from an iCloud backup - Apple Support
