I have 2 members in my family configuration in my iCloud profile, I want to know if I buy 200MB for example, Can I share just 30MB (quota)?
Or need to share everything (200MB)?

There is no option to set a limit. If you share a storage plan, any family member can access all of the remaining free storage.
