You can’t.

This is no longer possible.

There are, virtually, no more third party iOS apps that support iOS 10 and earlier, any longer.

Your iPad model is too old and any support for these old 8 and 9-year iPad models has come to end.

Time for a new or much newer, used or refurbished iPad.
