I cannot find the iCloud Backup option on my iPhone

You have to restore the device to factory settings in order to then be presented with the option to restore from a backup you created -- Restore your iPhone, iPad, or iPod touch from a backup - Apple Support.

So are you trying to initiate a creation of a backup or are you trying to restore a phone from a backup? Did anything change on your system/app store/etc in between now and the last time that you could find your iCloud backup option?

Either way, the answer to your question should be one of the two previous replies.
