Best and cheap are usually the opposite of each other.
Here are your US options through Apple

Getting this Serviced:
If you are looking for the "most inexpensive" (not "cheapest") way to get this serviced....
Contact a local retailer - see what they offer for services when it comes to screen replacement.

You are Welcome.
If you End Up Sending it in:
Be certain to include notes for the technical team when they look at it. Learning More Here: Send-In Service - Include Handwritten Notes with the Packaging

Only you can decide what's best.
But to be clear... there really are no "options". You either replace the glass or not. The glass can't be repaired.
I have spoken to a apple support and they said if I do the mail-in option they can repair the front and rear glass for me. They never send a product back to its customer without fully fixing the phone back to new condition.

Thank you for the information.
The rear glass can not be repaired and the device must be replaced.

Apple will not repair broken rear glass.
You will be offered a replacement unit at about two thirds the cost of a new device.
