Verify that you and your Apple ID account (billing address) are in a country where Apple TV media services are available. Availability of Apple Media Services - Apple Support
Verify that your device is online (cellular or Wi-Fi).
For cellular, verify that the Apple TV app is allowed to use cellular data.
For Wi-Fi, try on a different network as well.
If none of these apply, then sign out of your account, then sign back in.
