Can I avail Apple Arcade FREE 3 MONTHS on my iPhone SE 2020 ????????? I registered my device on October 17, 2020. I live in INDIA.

Yes.

Open the App Store App on your iPhone, and then tap on the Arcade tab at the bottom. Tap the "Try it free" button and it should produce the 3 month free trial if you are eligible.
