Account problems

My App Store says my account has been disabled. I've verified my payment method already.

Also, I get all my email notifications on another email which was my backup email before. I don't know why that happens if I'm signed in with my own personal email which is

If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support.
