I deleted photos to make room in my icloud so I can back up the phone and it still won't back saying that most of my storage is taken up by photos when I have about 60 photos on my icloud.

My icloud was telling me that I can't back up my phone because I don't have enough storage. So I decided to delete some photos and other things I don't need. But it still won't back up my phone and I don't know why. Is the another reason why my phone won't backup.
