I cannot sign in to new iPad.

I just received my first Apple device, an 8th generation iPad. Trying to install it's first app, it goes to a screen that says "The Apple ID has not yet been used in the iTunes store. Tap review to sign in, then review your account information." However, when I enter my password to sign in, the prompt goes away for a fraction of a second and comes back. I can enter the password again, and the same thing happens over and over. Can anybody offer any advice?

If anybody else ever has this problem, the solution is to find somebody with an iTunes account who will let you login with your Apple information and set your payment preference.
