Family Sharing w/ minors

I have a 16 year old and a 8 year old, but I want to let my 16 year old to be allowed to download apps whenever they want, but the contrary for my other child. How do I select specific under-aged members to ask for my permission to download apps and let other members choose freely of what apps they want to download and not ask for my permission?
