In previous version of the Mac OS, the reply and forward icons in the mail message list were live--that is, if you clicked on them, the reply or forwarded message would open. In Big Sur, however, these icons are not live--clicking on them just opens the current message.

Likely because of your setup at Mail > Preferences > Accounts > Server Settings.
It all depends on your email service provider. I wonder if you're able to simply compose and simply send a fresh message.
I am using gmail. I have not changed any settings from those I used in Catalina. In Catalina, which is still installed on my laptop, there is no problem with the icons not being live.
In Big Sur, on my iMac, I am able to compose and send messages.
I have the same issue. According to a Mac support agent (escalated from first level), Big Sur does not support this feature, which is difficult to understand and a real step backward. The best alternative to view a reply, would appear to be selecting 'Show Related Messages' under the View menu - which isn't all that great. Hopefully they can address this in an update.

Forward and Reply work just fine for me. (MacOS Big Sur 11.0.1)

That's not true for me - they work just fine.
I just checked again, and they still don't work. I wonder why we have different experiences. Are you using Big Sur 11.0.1?
For me they don't.
I don't understand how server settings would help in this context. Clicking on the "Replied" icon just used to open the Reply message locally.
