Unable to update error during verifying update process from IOS version 11.4 to 14.2. What can I do?

I have tried plugging in power, deleting update and re-downloading, and updating with PC. No luck. Any idea?

The error 4000 is an iTunes and Windows error. Until iTunes is updated it will continue. A workaround besides the Over the Air update which you used is to temporarily disable your passcode and then update via iTunes. Then you can turn your passcode back on. Hopefully they will update iTunes soon.

Are you trying to update Over the Air, or with the PC as you state? What is the exact error you are seeing? That makes a difference in what to do.

I tried both over air and on PC. I got unable to install update when I update over air. I see error code 4000 when I update through ITunes, but I could not find what 4000 was on the list.
