What kind of settings need if application is not available in your country?

If an app is not availale in your country it means the developer has not made it available.
There is nothing you can do to change this. Distribution rights and other legal considerations may not allow the app to be available in your country. Anything you try to do to get it could very well be considered illegal and in violation of your country's laws and regulations.
