I added some photos from my Mac to "Photos" but I cannot finding them on my iphone. Both phone and Mac sync to iCloud.

I can't find the page / settings you are asking about. Is this on my Mac? On my iPhone? Or on the cloud?
That screenshot was under the Photos application on the Mac under Preferences.
I found that my iCloud Photos box was not checked. So I checked it and mine now looks like yours!
