My photos taken in my iPhone do not download to my Mac but they are in iCloud.com.
When I go to Photos app pref/iCloud and click "iCloud features for photos are only available in the system photo system library". I only have one library which must be the system library.
When you are in photos, go to preferences and click "use as system photo library"
That should sort it.
