apps not loading on new iphone 12

By apps not loading, do you mean that the app are not opening/running when you tap on them on your iPhone 12? If YES then-

Try and Force Restart your iPhone EXACTLY as shown below and see whether that resolves the issue:

• Press and quickly release Volume UP button
• Press and quickly release Volume DOWN button
• Press and Hold the SIDE button until an Apple logo appears and then release the Side button (Can take up to 20 seconds. (DO NOT release Side Button when invited to Slide Power OFF).

Understood. It appears that the connection to the App Store (that is where the apps are being downloaded from) has been deteriorated and mostly lost. How about the following and then see whether those apps start downloading again?
