iPad 2 charging problem

My iPad 2 isn't getting charge with my iPhone 5s charger. What might be the cause?

The majority of iPhone Power Adapters only produce 5W (i.e., 1A @5V) - this being fundamentally inadequate for an iPad. iPad requires a minimum of 10-12W (i.e. 2.0-2.4A @5V) to charge.
