Restoring externally requires a computer. An iPad can’t do that.

If you don’t have what you need to connect, make a reservation at a Genius Bar or contact an Apple Authorized Service Provider. If you choose this route, then make it clear to them that you need a restore rather than a repair, as ‘repairs’ can be costly.
