I would posiition three linked text boxes (text wrap set to None) around your image (also text wrap set to none), and let the text flow through them around your image. That way, you have the freedom to position your text where you want it around the image. And in Pages v8.1 on macOS High Sierra 10.13.6, it would look like this:
