Two Macintosh HDs in Finder

After a Catalina reinstall, I find I have two Macintosh HDs in the Finder (see attached image). The smaller one is 27.45GB. I'd like to merge it with the other HD. I can't do Time Machine backups until there is just one HD in Finder. Thanks

Oh, you really did Split your Fusion drive.

Did you erase each device separately?

I didn't intentionally split them. I was downgrading from Big Sur because a key bit of software wasn't compatible, when my screen froze in Recovery mode. So, with some help from Apple Support, I was able to reinstall Catalina from the Apple site and after doing that used Time Machine to recover my last backup. That's when I ended up with the two HDs.

Why? The HDD isn't fast enough to run Catalina or Big Sur on its own. I guess you could just use it as a data drive and boot off the SSD.

Both of them have an OS installed on them. Erase the one you don't want to use as the startup drive. Currently, you are using the HDD as the startup drive. If you wan't to boot from the SSD, you'll need to install Catalina on that.
