apple tells me the carrier has to unlock the phone but when i call m carrier they tell me that apple is the only one who can unlock my iphone any advise? any free sites i can go to unlock it?

If it's activation lock you'll contact AppleCare Support or follow this article:

If it's a passcode lock, you'll need to erase your iPhone.

Be clear with whichever one is the one you need to contact about what type of lock it is you're attempting to resolve or you'll continue to get shuffled back and forth.
