How do I permanently delete Safari from the Ipad? It has some very annoying functions, like suddenly closing down all open tabs. Therefore, I would like to replace it with a more well-functioning browser, like chrome (safari just take up unnecessary space).

You don't. Safari is a native app, which cannot be deleted. You can certainly use another browser app if you want.
