Will Apple make Big Sur compatible with 27in late 2013 models of iMac, or am I stuck with Catalina?

FWIW, a 2014 Mac is an "older Mac". As is a 2015, 2016, 2017, 2018 and 2019 Mac. Unfortunately a 2013 iMac doesn't have the hardware to support Big Sur. But, it can run Catalina which is only a year old.
