Setup Failed 71147 Apple TV Initial Setup

Hey all. Trying to setup my 4th Gen Apple TV I got this morning and the setup fails with the same error code 71147 every time. I can go through language, data use, Siri, then security, but after this it's just a spinning loading ring and after about 3 minutes or so it fails.

I've tried a manual setup and it gets stuck the same with the spinny ring after I type in the verification code sent to my iPhone.

WiFi 2.4GHz

iPhone X iOS 14.2 (updating to 14.3 as we speak to try that)
