Is it possible to move all of my data from an old existing icloud, including photos, messages, notes, etc, to a brand new icloud? If so, how can this be done?

There is no way to do that but if you are only wanting to change the email address that you use as your Apple ID then there is no need to move any data. See: Change your Apple ID - Apple Support
