I have 128gb on my iPhone but it always says my iCloud storage is full and it won’t back up my photos

iCloud storage is not the same as storage on your Phone. As a standard you get 5 GB storage on iCloud. If you want more iCloud storage, you need a monthly subscription. Here’s how to do it https://support.apple.com/en-us/HT201318
