Missing iCloud files

Shouldn’t I be able to rename a file on my Mac without losing documents in iCloud? I renamed my Documents folder which syncs with iCloud and now my documents are no longer in iCloud. I tried renaming the folder back to Documents and it’s telling me that this folder can’t be renamed because there’s already a folder named Documents. I looked at the Files app on my iPhone and there’s a folder called Documents, so I think that might be it but it doesn’t show up on my Mac.

I’ve tried turning off file sharing and that didn’t let me rename the folder. I also signed out of iCloud on my Mac to prevent more changes locally to be synced in the cloud.
